Rail handcars are a mode of transportation. They can be used to travel on rails. It cannot carry more than one blockhead during a trip.

Speed
The speed of a rail handcar is faster than a steam locomotive when it is traveling downhill or on flat ground. When traveling uphill, the player slows down, and if they slow down too much, Blockheads will fallback downhill.
The speed of a rail handcar is generally faster than a steam locomotive only when it is traveling downhill or flat ground but is slower when traveling uphill, resulting in the player slowing down then falling back downhill.
As rail handcars do leave their rails, it is possible to do hang time in the air once a rail handcar goes on a ramp and take off.
However, speeding can cause a blockhead to lose health for e.g. A speeding hand railcar will despawn when it reaches a gap, damaging the blockhead.

Fuel
As rail handcars can leave their rails, it is possible for a handcar to leave the ground. If in the air long enough, upon landing, it will display the number of blocks traveled in the air. However, if a handcar crashes into a solid block at a high enough speed, Blockheads will lose health.
No fuel is needed to operate a blockhead.
