Kelp can be farmed by planting it in almost any type of block under one or more blocks of water you can even plant kelp with only half a block of water. Water depth is important because kelp will not grow above the highest (at least partially filled) block of water above it. There is a maximum height a kelp can grow i do not know if compost will affect this or not but will update the information if i am done researching. Due to harvesting problem because of the water a most efficient way to plant kelp is in 2.5 high blocks of water so you can harvest it without your blockhead diving.

Water depth is important because kelp will not grow above the highest (at least partially filled) block of water above it. Care must be taken to avoid drowning while harvesting kelp.

Harvesting kelp by hand produces one unit per block, but using a machete or spade will usually produce three. Kelp above a harvested segment will despawn and may not produce any kelp, so for maximum yield kelp should be harvested from the top down. Leaving the bottom-most block of kelp in place when harvesting avoids the need for replanting at a loss of no more than two kelp per plant.
