Shelter is basically your home...a place that you are safe from the elements.  Shelters can be simple as a littler under ground bunker with your basic needs or, as complexed as a five story golden palace with dimand chandeliers!  A shelter needs light in it to basically cout it as a shelter or your environment meter will go down due to the lack of light. Shelters normally have chests in them to store goods in them and sometimes the chests will be organized depending on what type of shelter you have.  Shelter protects you from rain and snow, keeping your environment meter up.  When it comes to what you need to have the shelter would be near the top.
