This is a complex and expensive device to make. In addition to making a refinery (for most of the components) and having an electric metalwork bench, you'll need some 1,000 oil, 300 coal, and 27 titanium ore (to make 9 titanium ingots) to upgrade a craft bench to level 4 and make all the parts and fuel.
