Your characters environment meter shows how the world around you affects the player. If it snowing your environment meter will slowly go down because your player will be cold.  If it is raining your environment meter will also go down and your player will get wet.  If the area is too dark your environment meter will go down.  When any of those things are happening your character will either what shelter or more light.  When your environment meter goes down so does your character's happiness meter, in the end slowing commands down.
